2nd Update to Overfunding

We have made some minor tweaks to the way overfunding for team members works. While we thought we were helping and being clever by moving money to the trip from the team member once the team member was funded, we have come to realize that was maybe TOO clever. So we revamped this to allow for overfunding money to stay put! We now rely on admins to move money from a team member and we give you a few visual clues along the way.

On the team member listing, if someone is overfunded, we will mention it on the funding progress bar.
